Lol, it's not too hard to see how they'll get around that. They'll just come in a few at a time and then regroup somewhere inside the park!
And the big tour buses full of unruly tourists will continue unabated.

Arrrgg. Maybe it's cultural as so many on the buses seem to be from outside the country, but boy are they rude and diminish others experience.
Quoting from the NPS website,
While the park’s north loop remains closed due to flood damage until further notice, Yellowstone will begin allowing visitors to access the south loop of the park at 8 a.m. on Wednesday, June 22, 2022. To ensure the south loop does not become overwhelmed with visitors and to balance park resource protection and economic interests of surrounding communities, the park is instituting an interim visitor access plan, referred to as the Alternating License Plate System (ALPS). BTW, I heard from a ranger that they ARE going to rebuild the road through the canyon from Mammoth to Gardiner because the new road is not built on stable enough a foundation to last more than a few years.
